Mexico has recognised dual nationality since 1998. A person born in the United States to at least one Mexican parent has the right to be registered as Mexican by birth, and registering does not affect U.S. citizenship in any way. The procedure at the consulate is a birth registration, and it is free.

There is no age limit. Adults born in the United States decades ago are registered under the same rules as newborns, provided a Mexican parent’s nationality can still be documented.

Nobody needs to pay for an appointment. Consulates repeat this warning constantly because intermediaries charge for slots that cost nothing.
How to register
- Confirm that at least one parent can prove Mexican nationality with a current document.
- Order a long-form U.S. birth certificate for the person being registered, issued by the state vital records office.
- Book an appointment at the consulate covering the U.S. state where the birth took place, through citas.sre.gob.mx, MiConsulado or the consular WhatsApp line.
- Attend with both parents when registering a minor, or with a notarised consent letter if one parent cannot come.
- Present originals and two letter-size photocopies of every document for checking.
- Receive the Mexican birth certificate, generally the same day, and use it afterwards to request the CURP, a Mexican passport or an INE voter card.
Required documents
- Long-form U.S. birth certificate of the person being registered, original plus two copies. Abbreviated versions are refused.
- Valid official photo ID of the person being registered. For ages 7 to 18, a U.S. passport, state ID or current school ID with photo is usually accepted.
- Birth certificates of both parents, regardless of their nationality, original plus two copies.
- Proof of Mexican nationality of the Mexican parent: current Mexican passport, high-security consular ID, INE card, certificate or declaration of nationality, or naturalisation letter.
- Valid photo ID with signature for both parents.
- Parents’ marriage certificate, optional.

What the Mexican certificate is for
It is the document that opens every other Mexican procedure: CURP, passport, voter ID, inheritance and pension files, school enrolment and property transactions.
Naturalised U.S. citizens
Mexican nationality by birth is not lost by acquiring U.S. citizenship. A Mexican-born person who naturalised in the United States keeps both and can renew a Mexican passport at any consulate whatever their U.S. status.
Born in Mexico without a birth record
Where no Mexican birth certificate exists, the Declaration of Mexican Nationality serves as proof of nationality. It costs $24 and is assessed on supporting evidence such as school records, medical files or the parents’ documents.
Two-visit consulates
Busy offices split the procedure: one appointment to review documents, a second for the registration itself and delivery of the certificate. Holding an appointment does not guarantee the file will be approved if documents are incomplete.
