Honduras is a party to the Hague Apostille Convention, so a U.S. public document used there normally needs an apostille from the Secretary of State of the issuing state. Alongside that, the Honduran consular tariff still lists an authentication service at $60 for cases where a foreign public document has to be given effect in Honduras by that route.
