China does not run a consular civil register abroad. There is no consular birth certificate and no consular marriage record. What the missions in the United States handle instead is the documentation that lets a family move between the two systems: travel documents for children, notarial certificates for Chinese citizens, and passport work.

A U.S. birth certificate or marriage certificate used in China follows the apostille route, not a consular one. Since November 2023 the consulates no longer authenticate those documents at all.

Every consular service is filed through the app first, with the physical documents posted only after the application has been reviewed.

How to file

  1. Identify the service you actually need: a travel document, a notarial certificate, or an apostille on a U.S. record.
  2. For consular services, file in the app and upload the documents.
  3. Wait for review, then mail the originals with a prepaid return envelope.
  4. For U.S. civil records destined for China, order a certified copy and send it for apostille instead.
  5. Arrange a Chinese translation if the receiving office in China asks for one.
  6. Keep the returned documents together, since later applications reuse them.

Additional notes

Travel documents, not passports

A child who holds U.S. citizenship travels to China on a travel document rather than a Chinese passport. It is renewed periodically and is the normal arrangement for these families.

Household registration

Matters concerning household registration in China are handled by the public security authorities there, not by consulates abroad.

Marriages in the United States

A marriage celebrated here is recognised in China on the strength of the apostilled U.S. certificate and a translation. There is no consular registration step.

Chinese offices keep what they receive. Ordering two certified copies before apostilling saves repeating the process from abroad.
