Uruguay assigns registration jurisdiction by where the person was born, not where the family lives. The Miami consulate, for instance, registers only people born in a defined list of states and territories. Living in one state and being born in another means dealing with a different post.

The parent who transmits the right to Uruguayan nationality must present a Uruguayan passport or identity card, and the consulates say without exception. A foreign document will not substitute for it, however clear the family relationship.

For a death, the two declarants may be of any nationality, and a foreign driving licence is accepted as their identification. Their names, addresses, dates of birth, sex, marital status, nationality and profession all have to be recorded.
How to file
- Identify the consulate whose jurisdiction covers the state of birth.
- Order the U.S. certificate and have it apostilled.
- Email the post the completed form and scanned documents where that route is offered.
- Arrange the translation, by a public translator in Uruguay or at the consulate.
- For a minor, arrange the Uruguayan parent’s attendance and two witnesses.
- Attend the appointment and pay the fee.

- Spanish translation by an accepted translator.
- Valid identification of both parents.
- Uruguayan passport or identity card of the transmitting parent, without exception.

- For a grandchild, the grandparent’s Uruguayan birth certificate and the parent’s apostilled certificate.

The transmitting parent’s document
If their Uruguayan passport and identity card have both lapsed beyond use, sort that out first: the registration cannot proceed without one.
Two witnesses for a minor
Arrange them before booking. They must attend on the day.
