Read this before booking any trip. Ukraine has traditionally followed a single citizenship principle: a Ukrainian citizen is treated as Ukrainian on Ukrainian soil, whatever other passport they hold. And since 1 June 2024 the exception that previously let certain men aged 18 to 60 living abroad visit Ukraine temporarily no longer exists.

The practical consequence is stark: a long-standing U.S. citizen who also holds Ukrainian citizenship, male and in that age range, may not be permitted to depart Ukraine if he travels there. Holding an American passport does not resolve it, because Ukraine does not treat him as a foreigner.

Ukraine has debated moving to recognise multiple citizenship in defined cases, a significant change from the traditional position. Because it affects exactly these questions, verify the current law rather than relying on any summary.

  1. Establish whether you are still recorded as a Ukrainian citizen, which many people born there are.
  2. If you are a man aged 18 to 60, take legal advice before travelling to Ukraine at all.
  3. Keep military registration current if you need consular services abroad.
  4. Register children born in the United States through the mission.
  5. Keep copies of every Ukrainian document you hold.
  6. Check the current position with the ministry rather than with a forum.
