For most Ukrainians in the United States this is an ordinary passport renewal. For men aged 18 to 60 it is not, and the difference is the single most important thing on this page: since 2024 they cannot obtain consular services, including a passport, without up-to-date military registration.

The sequence was this: services for that group were suspended on 23 April 2024, then restored from 18 May 2024 for those holding a paper military document, and from 18 June 2024 for those with the digital record from the official app.

The exceptions are narrow but real: a travel document to return to Ukraine; services for the benefit of a child where the other parent is not a Ukrainian citizen; and cases where the applicant is under arrest or imprisoned.
How to apply
- If you are a man aged 18 to 60, update your military registration first, which can be done through the official app.
- Book the appointment with the post covering your state, allowing for long waits.
- Prepare the documents the ministry portal lists for your specific case.
- Attend in person for biometric capture.
- Pay the consular tariff in the form the post accepts.
- Expect roughly three months, and often longer, for the passport to be produced.

- Current or most recent Ukrainian passport, internal or international.
- Evidence of current military registration for men aged 18 to 60.
- Proof of address in the United States.
- Documents supporting any name change.
- For children: birth documents and parental consents.
- Appointment confirmation.

At the embassy or a consulate general. Ukraine also runs passport offices of its state document enterprise in several countries, but not in the United States; the nearest is in Toronto.

The Toronto option
At those dedicated offices a passport can be applied for without an updated military record, which is why some people travel to Canada for it. Confirm current arrangements before planning that trip.
Children under twelve
Even during the tightest period, passports for young children continued to be issued abroad, since biometric documents are needed for them.
Book far ahead
Waiting times for appointments have run from weeks to months. Renewing early is the only real defence.
