Ukrainian missions register births, marriages and deaths that occur in their district and issue the corresponding certificates. During the tightest period of the 2024 restrictions, obtaining any Ukrainian document abroad — including a marriage certificate — was closed to men aged 18 to 60 without military registration.
Quick facts
That exception matters: services for the benefit of a child whose other parent is not a Ukrainian citizen have remained available even where the applicant could not be served on his own account.

- Have it apostilled by that state’s Secretary of State.

- Attend with the parents’ documents and the completed forms.
- Request the resulting Ukrainian certificate once the registration is made.

Register children early
A child’s Ukrainian record is the basis for everything later, and the process is simpler the sooner it is done.
Names and transliteration
Spelling between Cyrillic and Latin varies across documents and passports. Consistency avoids problems later, so check what your existing documents use.
Marriages abroad
A marriage celebrated in the United States is recognised in Ukraine once registered, with effects on property and inheritance.
Keep copies
Given how conditions have changed, keep digital and paper copies of every Ukrainian document you hold.
