What this office is

This is a full consulate general of the Republic of Iraq, staffed by career diplomats, and it is the newest of Iraq's offices in the United States — which is why it is missing from most directories. Iraq sent a consular delegation to Houston in late 2023 and the post has been operating since. Iraq now keeps four representations in the country: the consular section of the Embassy in Washington, and consulates general in Detroit, Los Angeles and here.

The nine states this office covers

Houston's consular district is Texas, New Mexico, Louisiana, Colorado, Kansas, Oklahoma, Arkansas, Mississippi and Nebraska. If you live in one of those nine, this is your office — not Detroit and not Los Angeles, however long you have been using one of them. The district was carved out when the post opened, so older listings may still send you to the wrong city.

If you hold a U.S. passport, your visa does not come from here

This is the detail that saves a wasted journey. Iraq no longer issues visas on arrival to U.S. passport holders, and the consulate's own pages direct applicants to the electronic visa, obtained online before travelling, at the Iraqi government's e-visa service. Turning up at Richmond Avenue for a tourist visa is not how it works any more.

What the office does handle is the consular business of Iraqi nationals: passports and travel documents, civil registration, powers of attorney and the legalisation of documents. For anything that needs you to appear in person, telephone first and ask what to bring — requirements and fees change without much notice.

Where exactly is it?

At 5177 Richmond Avenue, on the ninth floor, Suite 900. It is an office building shared with unrelated tenants, so go to the ninth floor rather than asking at the lobby desk.

What are the opening hours?

Monday to Friday, 9:00 to 15:00, as published by the Embassy of Iraq in Washington. Iraqi missions close for Iraqi public holidays as well as American ones, and those closures are announced at short notice, so check before travelling any distance.

Why does the consulate's own website not show an address?

Because it does not publish one. The consulate has a site of its own under the Iraqi Ministry of Foreign Affairs — filed under Texas rather than Houston, which is part of why it is hard to find — and that site carries news and visa guidance but no contact details and no contact page at all. The address and telephone on this page come from the Embassy of Iraq in Washington and are confirmed independently by the Texas Secretary of State.

Is there a second email address?

Yes, and both are official. The Embassy publishes a consular address for the post; the City of Houston's consular corps listing publishes a secretariat address. They are different mailboxes at the same ministry domain, not a contradiction. Use the one on this page first.

Checked on 7 October 2026 against the Embassy of Iraq in Washington, in both its English and Arabic pages, which agree on the address, suite, telephone, hours and all nine states; the consulate's own site under the Iraqi Ministry of Foreign Affairs, which was publishing notices as recently as 6 October 2026; the Texas Secretary of State, which confirms the address and telephone independently of Iraq; and the City of Houston consular corps listing, which records the post as a consulate general. No official source publishes a fax number, so this page gives none. We do not name the head of post: three official sources give three different names or titles, and the most recent suggests the consul general's chair is being covered rather than filled.
