Check the day, not just the hour. The consular section opens Monday, Wednesday and Friday only, from 9:30am to 3:30pm. Tuesday and Thursday it is closed, which is unusual enough that people travel to Washington and find the door shut.
Quick facts
The embassy has its own consular email address, separate from the general one, and two telephone lines. Writing to the consular address rather than the general enquiries one gets you to the right desk.

South Sudan works in English, which removes the translation step that most countries in this directory impose. Arabic is also widely used, but documents in English are generally usable as they are.

Additional notes
Three days a week
Monday, Wednesday and Friday. Confirm before travelling, and never assume a Tuesday works.
The nationality certificate
For South Sudanese documents, the nationality certificate is often the foundation. If your family holds one, keep it safe and make copies.
A young country
South Sudan became independent in 2011, so many families hold older Sudanese documents alongside or instead of South Sudanese ones. Ask the consular section how yours are treated.
English throughout
No translation is needed in either direction, which keeps a file cheaper than most here.
