One rule shapes everything for Panamanian families abroad: the identity card must be obtained for the first time in Panama. Consulates can renew it or issue a duplicate if it expires or is lost, but they cannot issue a first one — and without the card there is no passport.

The card payments are unusual and easy to get wrong: two money orders, one to the electoral authority’s reserve fund and one to the consulate. Both must be correctly made out.

How to proceed

  1. Register the child’s birth, at the consulate or in Panama.
  2. Plan a trip to Panama for the first identity card, since it cannot be done here.
  3. For a renewal or duplicate, confirm which consulate offers the service.
  4. Bring the expired card, or a passport or other identification if it was lost.
  5. Prepare both money orders, made out to the correct payees.
  6. Apply for the passport once the card is in hand.
