Liberian Dual Citizenship in the U.S. โ€” 2026 Guide

Checked September 2026. This page was written for this country and its details were checked against the authorityโ€™s own sources that month. Consular rules still change without notice, so confirm anything that will cost you a journey or a fee with the office that covers you. How we check our data.
Data last verified: September 2026 — take qualified legal advice on any individual case.

This changed, and the change is recent enough that a great deal of published guidance is wrong. Liberia amended its nationality law in 2022 to allow dual citizenship. For decades before that, a Liberian who naturalised elsewhere lost their Liberian citizenship, which affected a very large part of the diaspora in the United States.

Quick facts

Dual citizenshipAllowed since the 2022 reform
Before thatNaturalising abroad meant losing it
Constitutional limitA descent requirement applies
AdviceCase by case, from a lawyer

There is also a constitutional feature that anyone researching Liberian citizenship will encounter and should understand plainly: Article 27(b) of the Constitution restricts citizenship to persons who are Negroes or of Negro descent. It is the subject of long-running public debate in Liberia, and it remains in the constitution.

Note that the amendment did not make dual citizens identical to other citizens in every respect: some rights, particularly around public office, carry conditions. Anyone planning around that should get advice on the current position.

How to proceed

  1. Establish when and how Liberian citizenship was held or lost in your family.
  2. Ask the embassy what evidence a restoration or confirmation file requires.
  3. Gather the Liberian documents the family still holds.
  4. Put U.S. documents through the legalisation chain.
  5. Take legal advice where the case is not straightforward.
  6. Apply for the passport once citizenship is documented.

Required documents

Where to apply

At the embassy in Washington; decisions on citizenship rest with the authorities in Liberia.

Additional notes

Old guidance is wrong

Anything written before 2022 describing the automatic loss of Liberian citizenship on naturalising abroad no longer reflects the law. Check the date on whatever you are reading.

If you lost it before the reform

There are provisions for restoration. Ask the embassy what a file requires rather than assuming the door is closed.

The descent requirement

It is constitutional rather than administrative, so it is not something a consular officer can waive. Families in mixed circumstances should take advice.

Property in Liberia

Land ownership rules interact with citizenship status. Confirm the position before buying or inheriting.
