Dual Citizenship Recovery for Finland citizens in the United States — 2026

Nationality rules differ enormously between countries, and this is not a page that can tell you whether you qualify. Some countries pass citizenship down indefinitely; others stop at one generation born abroad, require registration before a deadline, or do not permit dual nationality at all. Ask the consular office what Finnish law actually allows in your circumstances before engaging anyone to help with it. Genealogists and specialist firms exist and can be useful where records are old or scattered, but they are not a substitute for knowing whether the claim exists at all โ€” and that answer is free.

Finnish citizenship and the U.S. oath

The Nationality Act 359/2003 came into force on 1 June 2003 and contains no provision losing citizenship on acquiring a foreign one. Migri states it in one line: you will not lose your Finnish citizenship when you obtain the citizenship of another country. The only voluntary way out is release on application under section 35.

Before 1 June 2003 the rule was the opposite and loss was automatic. Someone who became a U.S. citizen earlier is not Finnish today unless they have reclaimed it โ€” which is done by declaration, not application, and Migri keeps that route open to anyone over 18 who has previously held Finnish citizenship.

The age-22 rule is the one that catches children. Under section 34 a dual citizen loses Finnish citizenship automatically at 22 unless there is a sufficient connection with Finland. Being born in Finland and living there at 22 counts; so does seven years of residence in Finland or another Nordic country. So does something far easier to do and far easier to forget: between 18 and 21, applying for a Finnish passport or identity card, doing Finnish military or non-military service, or filing a written notice of the wish to keep Finnish citizenship. Migri warns that the notice must go to a Finnish diplomatic mission or the Digital and Population Data Services Agency โ€” not to an honorary consulate, and not to Migri.
