Nationality rules differ enormously between countries, and this is not a page that can tell you whether you qualify. Some countries pass citizenship down indefinitely; others stop at one generation born abroad, require registration before a deadline, or do not permit dual nationality at all. Ask the consular office what Estonian law actually allows in your circumstances before engaging anyone to help with it. Genealogists and specialist firms exist and can be useful where records are old or scattered, but they are not a substitute for knowing whether the claim exists at all โ€” and that answer is free.

Estonia distinguishes by how you became Estonian

The Citizenship Act does not allow an Estonian citizen to hold another country's citizenship at the same time, and the Ministry of the Interior lists three ways the citizenship is lost: release, deprivation, and accepting the citizenship of another country.

But the duty to give it up is not the same for everyone. The Estonian Embassy in Washington puts it plainly: people who acquired Estonian citizenship through naturalisation or marriage must renounce Estonian citizenship if they obtain the citizenship of another country, and this requirement does not apply to individuals who are Estonian citizens by birth.

Nothing has to be filed before taking the U.S. oath. Renunciation, where it applies, is an application afterwards to the Police and Border Guard Board โ€” application form, proof of Estonian citizenship, a copy of the foreign passport, a state fee โ€” and the final decision is taken by the Government within a year.

What we could not establish, and will not guess. We could not read the consolidated text of the Citizenship Act or the Constitution directly: Estonia's official gazette now serves only a JavaScript application and returns nothing to a reader. So we are not stating here what the statute itself says happens to an Estonian by birth who takes another citizenship, nor what happens in practice when such a person renews an Estonian passport. If that is your situation, ask the Estonian Embassy before you act on anything.
