A blank money order satisfies both, so that is the safe choice.

The tenant-lieu
Where a passport has expired, been lost or cannot be replaced in time, the embassy issues a travel document in lieu of a passport. It needs its own form, a copy of the previous passport, and a police report if the original was lost.
Blank money order
"Blank" means the payee line is left empty. Filling it in incorrectly is a common reason for a returned file, so follow the instruction literally.
Tracking both ways
The embassy requires a prepaid return label with a tracking number. An ordinary stamped envelope will not do.
