Normally a consulate registers the birth of a child born abroad. With the network out of service, Venezuelan families in the United States have had to work around it: the registration is done in Venezuela, by someone acting under an apostilled power of attorney, using the U.S. birth certificate apostilled and translated.

None of this is quick, but all of it is possible without a consulate, which is the point worth knowing.
How to file
- Order the U.S. certificate of the event from the state vital records office.
- Have it apostilled by that state’s Secretary of State.
- Arrange the Spanish translation, checking whether it must be made in Venezuela.
- Sign a power of attorney before a U.S. notary and have it apostilled too.
- Send the whole set to the person acting for you in Venezuela.
- Have them complete the registration and obtain certified copies of the result.

Choose carefully who acts for you
A power of attorney over civil status and identity documents is a serious instrument. Give it only to someone you trust completely, and limit it to the acts actually required.
Name the acts precisely
Venezuelan registries reject vague powers. The document should name the child, the event and exactly what the agent may do.
Keep the whole chain
Certificate, apostille, translation and power travel together. A missing piece stops the file at the registry counter.
Late registration
Registering years after the birth is possible but needs more evidence. Doing it sooner is materially easier.
