Romanian citizens abroad can have foreign birth, marriage and death certificates transcribed into the Romanian civil registers at a career consulate — but only on one condition, which the portal states plainly: the event must already have been registered with the authority in the country of residence. The American certificate comes first, always.

Career consulates are specified deliberately: honorary posts do not perform transcription, which matters when choosing where to go.

How to file

  1. Register the event with the U.S. authority first and obtain the long-form certificate.
  2. Have it apostilled by the Secretary of State of that state.
  3. Open the transcription file on the national consular portal.
  4. Book the appointment at a career consulate.
  5. Attend with originals, the translation, and the parents’ or spouses’ Romanian documents.
  6. Collect the Romanian certificate, then update the passport or identity card.
