At $55, the Paraguayan consular passport is among the cheapest in this directory. But there is a rule that decides whether your application works at all: the name printed on it must be exactly the name on your identity card, and consulates have no power to change it.

That last point is unusually helpful: several posts accept an expired identity card, or a colour copy of it, for the passport application. Few countries in this directory are that accommodating.

The payment rule is uniform and strict: money order or cashier check made out to the consulate. Cash, personal checks and credit cards are refused everywhere.
How to apply
- Check that the name on your identity card is the name you want in the passport.
- Book the appointment online with the post covering your area.
- Complete the application form, which can be downloaded beforehand.
- Bring the identity card or a colour copy, and the expired or damaged passport.
- Bring photographs to that post’s specification, since these differ between consulates.
- Pay by money order and return to sign and collect when notified.

Where to apply
At the embassy, or at a consulate general. Two notes on the listing below, because both confuse people: the Miami consulate appears as Coral Gables, which is where it actually is, and the embassy appears under Chevy Chase for the same reason. Paraguay also keeps consulates general in other cities, Los Angeles and New York among them, which this directory does not list yet โ check the foreign ministry’s own list, and confirm which post covers your state before travelling.
Additional notes
Adding a married surname
The identity department of the national police owns your recorded name, so a married surname must be added there, in Paraguay, before it can appear on a passport. The consulate cannot do it, and the applicant is responsible for arranging it.
Outstanding court matters
The posts state plainly that an applicant must have no arrest warrant pending in Paraguay, and that a court order or bail condition preventing departure also blocks issuance.

The booklet is printed in Paraguay and sent back. You must attend again to sign and collect it.
